Storyline block is locking itself - but is published to restricted

Hello: I have a Rise course that's made up of several storyline blocks in different lessons...the Storyline block publishing settings are "restricted" and "allow user to drag seekbar after completion." Once the user completes the lesson and moves to the next - if they go back to a previous lesson - the storyline menu is locked again :( is there some type of work around for this?
