What kind of 2D animation-building tools do you use for scenario-based eLearning?

Hi, I'm curious to know what kind of 2D animation-building tools you are using for scenario-based eLearning.

Efficiency - can drag and drop pre-made characters and animate them e.g. talking, changing posture.

Customization - a bespoke character can be created.
