Functionality to convert an .mp4 into the try step-by-step mode.

This function is currently limited to recordings taken by Storyline. It would be great if it could do that with any recording. I record my mobile phone screen to show various processes and those are saved as .mp4 and I want to insert that into my eLearning courses for the learner to try the step-by-step mode. Storyline does not allow that at the moment I believe?
