Courses without resume function are not marked as complete

I have some courses which are marked as Complete once X number of screens have been viewed. When uploaded to our LMS (Kallidus 7.3.8) there is a problem with it recording as Complete. If it's been launched and left Incomplete, when it is relaunched and all screens viewed, it will not update to Complete.
The player template used has the resume function turned off, so the student has to start from the beginning each time they launch.
I've been testing different possibilities and if I publish to a template with the resume function turned on, it will correctly record as Complete, even if you choose not to continue where you left off and start from the beginning like you would with my current template.
Can anyone think of a reason why having resume switched off would affect the status being updated? Has anyone else experienced this?

I have also recently entered the world of Moodle (2.1), and am experiencing this issue there too... I've followed the fix http://www.articulate.com/support/presenter09/kb/?p=1022 but don't know if this relates to previous versions?
