Embedded Captivate 7 web object brings Error 503

Hello,
I created an Adobe 7 training simulation and published it to SWF.
I followed the instructions to add it to Presenter 09:
Adding Adobe Captivate movies to Articulate Presenter
Multimedia > Adobe Captivate simulation with text entry does not work as expected
Using Articulate Web Objects And Captivate 5
I uploaded my course to Moodle LMS, and receive the following error in IE8:
Error 503
HTTP is not enabled (the value of option httpd.enable is off).
To administer this filer, use /na_admin/ .
In IE11 I just get a blank screen.

I have discovered so far that this is not a Moodle issue, as the same issue exists via SCORM Cloud.
This could be either a Captivate 7 or an Articulate compatibility issue.

Usually the Captivate swfs are not generated for a use as a standalone (without their referring html-file). Do you use interactivity in your course? If not I would suggest to publish the file as an mp4 and import this mp4 into Articulate Storyline.
