Thank you Michael - our LMS does support this functionality and we have received modules from other companies that have a set number of user licenses and they work just fine. I am just looking for where I would set that license in Articulate or Storyline for that matter. We have both products.
Our task is to create modules, sell them to other companies with the license embedded in the SCORM deliverable. I was looking to see if that is something that I can set in Articulate / Storyline. If not, any ideas or help is appreciated.
There must be a way to do this as Terri mentioned. We need a way to limit the number of users in the Storyline file before you give it to clients to put into their LMS. (We can do that in our own LMS but not in our clients).
Since the courses are authored using Storyline, we don't track the number of people taking a course. This is a feature in a Learning Management System.

This very much depends whether or not your LMS has that functionality. It's not something you could configure in Presenter.

It's not a functionality you would configure in Storyline or Presenter - but as Michael mentioned in the LMS itself.
