Local Web Object not loading

Hi
I have a single html file in a directory Local-Web-Object. I want to add it as Web Object. Purpose was to show the large text(in the HTML file) with scroll bar. But for some reason the the web object never get loaded by articulate presenter.
I have already watched Jeanette's Screenr on this topic and read various threads related to it. But no one has exact same issue as I have. I am publishing in CD format and then tried but it still does not load the web object.
Any idea or clue, why it could happen ?
I have also attached the HTML file I am using as local web object. I am using IE8.

One more question...
Could you help me to understand what exactly "launch_presentation.exe" does. Does it just load the player.html file in default browser of the user using the setting in loader.ini file ?

Yeah, the EXE was designed so that users viewing content locally (e.g., via a CD or DVD) don't get any flash security warnings about local content. It just loads the HTML content in an executable window.
Does it matter, if I have IE or Chrome as default browser ?
I mean does this exe starts IE if I have IE as default and Chrome if I have chrome as default ?
Right, it should launch in whatever browser has been set to default.
