I created a project in Presenter '09 and I now need to revise it . I now longer have Presenter '09, but recently purchased Presenter '13 and just downloaded the new upgrades today. When I try to use any features such as "preview" "publish" or "synch animations", they do nothing and are not functional. I also checked other projects I created all in Presenter '13 and I cannot edit them either. They all worked fine until I upgraded today.

I apologize for the issues that you're having. Can you please try the following?
Install VSTO:

Install at least .NET Framework 4.0:

Verify that the Articulate add-in isn't Disabled in PowerPoint:
