Currently in Quizmaker, the text placeholders on the master slide allow you to customize the font and size of the text, but it's not possible to change the question/answer position by modifying their placement on the slide master. That would make a good feature request. One thing you could in the meantime though, is create an actual quiz question, adjust the size and placement of the question/answer text so that it looks the way you want, and duplicate the question. (You can do this by going to your question list, right-click a question, and choose Duplicate Question.) Then customize the duplicate by changing the question/answer text. This way, you could duplicate the placement of the text boxes for subsequent questions.
