Apparently my IT department has a block on uploading. There is a huge level of paranoia in my company over espionage. So unfortunately, no, I cannot attach the quiz.
You do not know the answer to my question? It will save time if I can "cut to the chase".

The file that you shared only has a set of quiz questions, nothing else like the lesson you mentioned, so it's confused me a bit as to how you have your course set up. Are you deploying this as a standalone Quiz - or as a part of a Presenter or Storyline course?
One thought within the Quiz player properties is to change it to "Submit all at once" and "Allow user to submit quiz without answering all questions" - that way if they don't answer the particular two questions you're talking about, they'll still be able to complete the quiz. You may need to adjust your passing score if this is the case though.
