We are using Storyline 2 and are looking to buy additional character packs. Is there any way we can purchase more character packs / bundles ? Or would we have to purchase Storyline 360 for that?

Depending on when you purchased Storyline 2, the one character pack may have been included in your purchase - are you looking for more than that? If so, we don't offer the individual character packs anymore but Content Library within Articulate 360 would allow you a number of new characters to use within the Articulate 360 suite of tools.

eLearning Brothers offers character packs (as well as individual cutout people) that work in all versions of Storyline. You should check them out.
