I've got something odd going on. I am trying to do a simple layer reveal when the learner hovers over a button and have set up all my settings the same as Jeanette's tutorial at http://community.articulate.com/tutorials/products/adding-and-editing-slide-layers.aspx
The problem is, when I hover over my button, the base layer disappears completely and the hover layer shows. I think I have something ticked to hide the base layer but can't find where I've ticked it.

You probably have the "Hide objects on base layer" option selected in your layer's properties (click the little cog icon next to the layer name).
