I was able to publish your file to LMS with SCORM 1.2 without any crashing issues. It's a large file, so it took a bit longer than usual, but overall the publish process ran smoothly.
Are you on the latest update of Storyline 360? To check, click the Help tab, then click About Storyline. You should see 3.18.16449.0 in the bottom-right corner.
