I have had problems with saving Storyline files - particularly when they get quite large and I am using other applications. I then close the application, because it won't save, and it never recovers!
I've not seen your specific error but this may help with force closing storyline and then re-opening. When you re-open the recovery option should be available.

Windows Key + R (Run)
Type in: taskkill /F /im Storyline.exe
