Course tracking reset upon completion

I'm  having some trouble with bookmarking/resume/Menu. If I exit the course partway through, I am able to say Yes to the resume prompt and return to where I left off, with all slides previous to that one available via the menu (which is set to Restricted). This is true all the way to the next-to-last slide, which is a quiz slide. Once I complete the quiz (it's just a yes/no question to give completion status), the course goes to the last slide and I exit; the LMS marks the course Complete.  When I launch it again, I am taken back to the beginning of the course, and the menu is reset - so my only option is to go through the whole course again; at his point it also reverts in the LMS tracking to Incomplete. The desired behavior is for the Complete status to remain and the menu to be fully accessible at any time after completion. What am I doing wrong?  (If it matters, I'm publishing to SCORM 2004.)
