Creating a trigger on a layer to click back to base layer

Hi There, wondered if someone called help me! I have created a base layer with 2 additional layers, on the layers i have a characters that speak with media and then the user will click the character to go back to the original layer. I am trying to create a rule whereby the user cannot click on the character to go back until the media has finished. I have tried to insert the trigger on the base layer to change state of the character to be disabled when user clicks on character and then another trigger to change state of the character to be normal when media completes but doesn't seem to be working. I am not this is because there are different forms of the same character on the base layer and then the additional layer.

On a layer:
1. Add a trigger that changes the state of the character to Disabled when the timeline starts.
2. Add a trigger that changes the state of the character to Normal when the timeline ends (or when media xyz completes.
3. Add a trigger to the character that hides This layer when user clicks character.
