Displaying "Resources"

I am trying to create a LMS SCORM package for Moodle using Storyline 2. I am attaching external resources using the "Resources" tab on the player. I would like the resources (all .pdf files) that the user clicks on, to appear as a pop-up window. This would allow the user to automatically return to the presentation after reviewing the external documents (by closing the pop-up window the window beneath it would be the LMS SCORM presentation.

I'd suggest employing a Click trigger tied to javascript to open the popup window (and hope they have a PDF reader installed). You'd probably need to bypass the standard SL Resources options as the pop-up behavior (especially under Moodle) isn't quite a functional fit.
Scan the greater SL community forums as I remember seeing some clever ways to display resources, including popups like you are describing
Hello Chris! Depending on the browser and user settings, PDF links may open in a tab or new window. I don't think there is anything you can do to 'override' a browser's settings.
Alternately, if you hyperlink to a PDF on a slide (as opposed to the Resources tab), you have the option to choose whether the PDF is displayed in the current browser window or in a new window.
I have the resources linked throughout the presentation in the specific slides, and I was able to select "pop-up" instead of "new window." I also compiled a list of them under the "resources" tab for further reference and was wondering if it was an option to make those a popup
