If it needs to be a quiz question then I think you are stuck with one object having a single correct drop target, you could try setting the drop correct status of the object using a trigger but TBH I think that the question is marked correct based on internal values
Ok, so here is a picture of the screen I had started to develop. Now I can't even figure out how to do this on one multiple response question slide because of the three items.

Does it need to be a quiz question? If not you could build it on a slide using the drag/drop triggers.
Yes, it is a graded quiz. I don't seem to see an option anywehre for a multiple response type drag/drop.
