There isn't a button in Storyline that will do this, but here are two options that could work for you:
Add an option to open the video in another window if you've inserted the video as a web object. You could then instruct the users to utilize that option if they want to see it full screen.
If the video is inserted into Storyline as a video file, add a full-screen version of the video to a slide layer. Then, you'll need a button on the base layer that will open the slide layer.
The difference between these two options is that with option 1, the full screen video expands to the size of the browser window, and with option 2, the full screen video expands to the size of the Storyline player.
