Hello EJ - Thanks for clarifying the version you are utilizing. Are you having an issue with the files once published? Curious if the files have different properties causing the difference.
Articulate Storyline supports both interactive and non-interactive Flash movies. For the best results, use these guidelines when developing Flash files.

Thanks for sharing and allowing me to take a look EJ. The properties must be different, but of course, I do not have any software to dig deeper since I do not work with swf files often.
I changed a setting to view in a browser vs the slide and it does work as you can see here. That could be helpful if you can re-encode the video. You can check out our documentation here on best practices for flash files with Storyline 2 as well.
A file with your updated slide/settings is attached in case you'd like to take a peek.

However, in my moodle-based LMS's new browser window I get the attached error message. You wouldn't know anything about being able to control the new window's url/destination, would you?
Unfortunately not EJ - that seems to be LMS dependent and you can see above that it's working as expected in SCORM Cloud. I have seen another user report this here and a conversation followed that may be of assistance to you.

Hey EJ - Are you utilizing Storyline 360?
Storyline 360 now uses the HTML5 output in Preview and this does not support SWF files.

Hi Leslie. I'm using storyline 2. Nearly all of the flashes work, I just don't know why some are invisible in preview.

Thanks Leslie. The flash is invisible both in preview and when published. I've attached the storyline file. The flash in question is on page 5.
All of the flash files in the lesson we developed years ago in India, and I really don't know much about the source files. Also attached is the swf.
