When you publish Storyline for web or LMS you'll have a series of files and you'll need to upload them all to your web server/LMS and that'll play the published output with Flash or HTML5 depending on your publish choices and the browser/device you use to display it.
If you published your courses for CD or local drive, it will play in Flash on your computer. It'll open in a version of Internet Explorer - not a specific Flash player set up you have on your system.
You'll want to launch the story.html or the Launch_Story.exe file.
I'm not sure if you have a specific Flash player you're looking to utilize, but Storyline published courses will open in a web browser when published for web, LMS, Articulate Online. If you publish for CD/local source the users will see a new window open that will be specific to Storyline and will be based on Internet Explorer so they would need to have that installed on their system.
If there is another method that you'd like to utilize, I would ask if you could share a bit more information so that staff or the community can point you in the right direction.

I'm not sure I understand the question. Yes, you can publish Storyline content as Flash output. See here for info on publishing options.
