Functional Requirements for Authoring Software

Hi all, has anyone here ever written functional requirements used to compare & evaluate authoring software?  Or if you haven't done this yourself,  have you perhaps seen a resource with ATD or the eLearning Guild where I could look for this information?  I'm looking for things at the level of:

•  "Authoring tool shall present answer level feedback"
•  "Authoring tool shall support use of embedded mp4 video"
