Glitching States

Hello! I picked up an old project to add some information into it and some states on the homepage had been glitching when I hovered over them (I tried to do what I thought would fix this issue, however it still glitched for me). I then added icons to some of the other scenes and their states glitched when hovered over as well.

I added this project onto team slides to see if someone else could figure out this problem (the home page had originally glitched for them too) and the whole project worked perfectly fine for them with no glitches, including the home page.  

They saved this and sent me a review link, which worked without the glitching, and I went onto this team slides version on my machine and saved a review link, which still includes the glitching.

I have cleared my internet history and checked there is nothing running in the background but nothing is working. Does anyone have any suggestions with what this could be?
