I am trying to create a link to an online assessment from within storyline such that the learner will click the link at the appropriate time, take the online assessment then return to storyline and continue.
Yes, you could create a Jumpto URL/File trigger that then displays the assessment in a new browser window, Or, you could use a webobject, connect it to the assessment's URL and display that within a slide.

So for the first option just cut and paste the url into the trigger ?
then when they are done they just close the new window and are back in the storyline Player ?
