I want the player next button to be disabled on the base layer only. When another layer timeline ends, I want the player next button to be enabled. How do I do that?

Understand that the slide (base layer) is what holds everything, and the player, NEXT button, and layers are all part of it and sit on top of it. There is only one NEXT button for each slide and all of its layers.

Without knowing your setup try this - if you have a close button on the layer you should be able to set the following triggers:
On base layer: Change state of next button to disabled when timeline starts on base layer.
On slide layer: Change state of next button to normal when user clicks the 'close' button on the slide layer.
