I have a layer that I want to pause the timeline and go to another layer. When the second layer closes and returns to the first layer I want the timeline to resume where we left off but it continues to resume from the beginning of that slide instead of resume from where we left off? Is it possible to resume from where we left off?

My first thoughts, without seeing your file are to be sure that:
Base layer slide properties for when revisiting set to 'Resume Saved State'.
Layer properties set to pause the timeline of the base layer with a trigger to close the layer to return to the base layer.
