If I want to link out of my Storyline project to a PDF, how can I ensure that other users will have access, since the file sits on my desktop? Will the link to file trigger be maintained when the final project is published? Maybe I'm missing a step in the SCORM publishing portion. Any help is much appreciated.
When you include a link to a file within your Storyline course it will be included in the published output folder as described here:
Later, when you publish, Storyline will include a copy of the file itself right along with your course content. The file will be in a folder called story_content/external files. Learners will of course need to have the appropriate software in order to view the file. For example, if the resource is a Word document, learners will need to have Microsoft Word installed on the computer from which they're viewing the course. TIP: If you have a lot of files that you want to provide to your learner, and you want to make them available from anywhere throughout your course, you might want to instead use the Resources tab on the player. Learn more about that in this tutorial.
What I have learned about attaching PDF files as links is that when you publish it will work offline in your own computer, but if you share it with someone else and he/she sees it offline it won't work, but as soon as you upload it online anywhere it will work with no problem. I never understood why.
Testing the content locally (or offline) is not recommended unless you've published for CD. This is due to local and browser security restrictions, and there is more information regarding this in this article. You'll also find a few great options for web publishing/testing in that article as well.

Have you considered adding the PDF file as an attachment/resource to the player shell as discussed HERE? This might solve your issue. Good luck!
