Sure thing - look at editing the individual slide properties and you'll see an option to set the player settings to "Custom for selected slide". You can see this detailed a bit more in this tutorial.
If you turn off controls, then you can't have a menu. So that's the only option? If you need the menu, you have to turn off prev and next on each slide?

Yes, on the player settings where you choose the player, underneath that you'll see the option to turn off controls.
Can you remove the player options for just one screen (like a splash screen)?

That's correct. The one-click option for the Menu & Controls was designed for an easy way to have a Chromeless Player.
Otherwise, you'd want to edit the Slide Properties as Ashley shared above.
