We have already uploaded the course to moodle. Now we want to figure out what options are available for tracking attendance/completion. Is there some sort of report or list of the people that have completed the course that would be formulated by moodle or articulate for the administrator?
Storyline's "job" is to report a per user boolean status of sorts, to the LMS (for example Complete/Incomplete, or Passed/Failed etc). But this is only true if you published your story file for LMS. In case you published for the web and then uploaded the output to moodle, no reporting will occur.
As far as attendance goes, this is beyond the scope of SCORM specification so you should look for Moodle to provide such a functionality (either via a plugin or through the core) .

When you publish your course, choose the LMS option & SCORM/AICC, upload the zip file to your Moodle as a SCORM course package.

Moodle will track completion, separate to grade. As Alex states you need to publish for SCORM there is no way to retrofit after publish
