Multi-level navigation (need to show completion status)

To all the elearning heroes out there ...
I'm hoping for some advice on this two-layer menu system I'm trying to use in my project (I saw one of Joshua Stoner's samples and really liked it, so I figured I'd try to emulate its functionality): https://dl.dropboxusercontent.com/u/17849087/SLDGNS/ELH148/ELHChallenge%20%23148%20-%20Checklist%20-%20Storyline%20output/story.html).
As you'll see, most of the second-level menu items are working, but not so with the first level. (I've got enough layers to cover only "Hull" and "Rudder" by the way.)
Also, is there an easier way of doing the second-level headings? I find that most of the trouble with this project is that the same menu items appear on every single slide -- in some cases. The fact that I have layers (instead of slides) for each new topic also seems to be an issue when it comes to activating a "completion" state at the first-level main menu.
Also, does anyone know of a way to create a "growing" line (rather than just have the line "appear" on the slide all at once)?

Sorry Robin, I can't view your course in SL2 since you've either used 360 or SL3 to create this.

What slide did you ned us to take a look at? I'm not clear by glancing through your file and I'm not seeing any layers.
Thank you both for responding. I've since moved on to another project. When I get a free moment, I'll clarify what it was that I was trying to do (because I haven't figured out how to correct it yet!).
