I'm not sure I understand what you are asking here.
The intuitive quizzing features in Articulate Storyline let you create powerful assessments, surveys, and interactions. See the tutorials listed here to learn about form-based questions, freeform interactions, importing questions, using question banks, and result slides.
They mean, if they have created a slide, and then later want it to be a quiz question slide, can they "convert it" like you can "convert to Freeform question" from an already created slide.
The answer is no, not by using a button.
But what you can do, is create a new question slide with the settings you want, and then copy paste everything from your other slide into that.

You can also import Articulate Quizmaker quizzes into Articulate Storyline.
