Reporting/Tracking issues with LMS

Hi all,
I have created an exam that needs to be flexible for the users to go back an change their answers to exams questions, So I added a submit all button at the end of the exam to submit the results. That worked so all is good there.
The issue arises when I pull a report and do not get any tracking/reporting history on the interactions.
I'm guessing this is because I have removed the "Submit" button from each slide therefore, removing the possibility to track the interaction per slide.
So my question is simple, is there any way where:
A learner can go back and update/change their answer to a question and also track what they did?
p.s. I am publishing to SCORM 2004 3rd edition

I'm sorry but the content is confidential. I know not much help but I could literally be fired on the spot for publishing this content in a public forum.
The story file is structured with 5 scenes.
The first scene containing. General questions and 4 question banks with 1 question required per bank to be answered.
I initially had the submit button enabled on each slide. Doing this I was able to pull a report from out LMS basically providing the data from each slide but I had to remove it because learners needed to be able to return to questions answered and change they're selection.
Therefore, I removed the submit button from each screen and added a submit all button on the slide after the last question.Doing this I believe removed the possibility to track and report the interaction for each question slide.
Im wondering if there is anyway to achieve reporting the interaction for each slide, have the functionality for learners to revisit slides and change their answers with a submit all button at the end?
