When you insert a Question Draw slide, there is an option to Always include in shuffle. Selecting that option will ensure the learner sees that question slide.
Thanks, but the issue is I want the to select something, if not then get a message that they must answer. In other words the question is required. I do not see this option in the design ribbon. I am using FreeForm question due to the shortness of the quiz

Ah, okay! Thanks for clarifying that.
Currently if the learner clicks the Submit button without selecting an answer, what happens?
They should see a message that says Invalid Answer: You must complete the question before submitting.
