SCORM 2004 Configuration.js File Question

When publishing a course to SCORM 2004 3rd Edition, in the configuration.js, there is one line that is not explained:

var USE_2004_SUSPENDALL_NAVREQ = false;

What does this line mean? What does turning this to "true" do?

I am reviving this thread because I'm curious about this as well. Anyone have an answer?
