Scrolling panel only moves a little in Firefox

I was wondering if this is a normal function for the scrolling panel in Firefox.

If you use the wheel on the mouse, instead of moving to the bottom of the scroll panel, you just move a little at a time. 

I can easily move the scroll bar in with the mouse, just wondering if this was normal. We don't see this any of the other browsers
