I've put together some information on hiding the seekbar using tailored player control layouts and some custom Javascript.
If I'm correct, you're looking for a way to display the seekbar but not allow the user to interact with it. That is our desire. I've found some workaround for Flash and HTML5 output although they may seem a bit complicated. Otherwise, Storyline does not inherently provide the ability to show the Play/Pause and Seekbar while also preventing the user from interacting with the Seekbar.
