You mentioned creating your courses in Storyline 360, but you also mentioned "studio" in your post, can I ask for you to clarify if you will be building your courses in Storyline 360 or Studio 360 (PowerPoint-based)?
If you'll be using Storyline 360, you can make viewing a video mandatory by creating triggers to restrict the navigation and only allow learners to proceed after viewing said video. I've attached a simple demo file to show a basic way of how this is done.
If this isn't the design you were going for, or if you were planning on using a different Articulate 360 application, please share more details on what you're trying to design and I'll be glad to show you how it can be done in your preferred application!

When you add a Results slide to your Storyline course, a Retry button is automatically added with corresponding "Reset results" and "Jump to slide" triggers, which resets the quiz and jumps to the beginning of the scene containing your quiz. You can change the destination of the "Jump to slide" trigger to point to the retraining video. You can also manually add a Retry button if needed. Turn off the Next button until the learner gets a passing score.
If you're comfortable sharing your project here, we'd be happy to look at your Storyline file and see if we can adjust the triggers and objects to achieve your target design. You may also share it privately by sending it along in a support case. We'll delete it when we're done testing.
