When revisiting slides with interactions using the Previous button or selecting the slide from the menu when after it has been viewed, the buttons on the base slide to launch the layers will not reset to a state where the learner can review the slide in it's initial state. The revisiting states work fine on simple slides, but not when there are slide layers and buttons on the base slide. Any ideas on how can fix the slide properties to react properly when revisiting? See attached test file.
Try changing the "When revisiting" property on the base layer to "Reset to initial state."
This is the description of this feature from the Layers tutorial:
Reset to initial state: Use this option if you always want the layer to reset to its initial state if learners return to it. This means any time the learner views the layer subsequent times, it'll restart at the beginning of the layer's timeline, and any interactive objects will return to their initial states.

The slide layer properties for revisits on each of the 3 layers is set to "Reset to Initial State" when revisiting. Any suggestions on how to get all of the layer buttons on the base slide to function as they did before revisiting?

Your triggers to set Next, Clean, etc to normal listen for the variables to change, and the audios change the variables when they are finished. If the user goes through the slide and leaves, all the variables are set to TRUE. When the user revisits the slide, the audios attempt to set the variables to TRUE. Since they are already TRUE, they don't change, and the triggers to set the buttons to normal don't fire.
One solution is the set those 3 or 4 variables to FALSE when the timeline of the slide starts.
