I took a peek at Winnie's case, and it looks the closed caption was causing that error when publishing the course. After deleting that closed caption – my colleague, Lea, was able to publish the course successfully.

What happens if we need the captions for ADA compliance? How can we get the course to publish with captions? I have 3 modules I need to publish but can't because of this error?
It looks like in Winnie's case a simple repair of Storyline and recreating that caption resolved it.
In Lee's case, it is an issue with special characters in the closed caption. Does your caption have anything similar to that? Our team is still looking into this issue, so it would be helpful to have a copy of a .story file to help with their testing.

In the meantime, have you had a chance to try a simple repair for Storyline 3?
im having the same issue too. i cant publish my file even after trying the import 1 slide at a time

One of the fixes addresses an issue where hidden characters in closed captions could cause the publishing process to fail.
