I haven't seen the end of that error message that it is "unable to delete file", but in regards to the beginning of the error message, I'd suggest checking first that you're working with local project files as working on a network or USB drive can cause erratic behavior, such as file corruption, an inability to save changes, and loss of resources. Next, I'd also suggest conducting the repair of Storyline to prevent future odd behavior.
