I would like to add video to a project, but I can't allow the user to download the video for copyright reasons. Is this already a feature, or do I need to do something to force streaming? Do I need to upload the video to a streaming service, then add the link into Storyline? Any suggestions for a streaming company?
You could upload videos to a streaming service like YouTube, Vimeo, Wistia, etc. and then link Storyline webobjects to these videos. Of course, any user who REALLY wants to get their hands on your video content can simply screenrecord and save them while they run in a Storyline course.
I'm not worried about someone who REALLY wants to steal the video, but I want to make it at least a little difficult. But, does how does Storyline handle built-in videos? I don't think someone can just right-click on the video and save it to their computer, right? Does it matter if publishing to Flash or to HTML5?
I would recommend you test it by adding the video to your project, publishing to the intended environment (web or LMS) and check whether you can access the video. As Michael says, where there's a will they will find a way if they really want it.

if the user isn't interacting with the video put a transparent shape over it - then the right click option won't be available
Oh, good idea. But is it possible to right-click and download the video from a course?

I'm using SumTotal LMS and when I upload a Storyline SCORM package course, there is no way learners can download the video.
I use both Storyline screen capture demos as well as external MP4 files. Yes, learners CANNOT simply right click and download a video.
