When saving a template, the custom color template is stored on the computer so if another developer opens the file the custom color template is not there.
However, if you click add custom color template then the colors used for the template will appear and you can name that color template.
Another FYI, if you want slidemasters and feedback masters to appear in a template then you have to import the slides that are using those slide masters and feedback masters.
