I'm not sure exactly what you are looking for. But I have seen this done in two ways.
First a presentation made with all the terms and conditions to continue must be taken before any other presentation can be viewed. This is set as a prerequisite in the LMS system.
The second, which can be annoying to the learner, is a slide, normally number 2, that lists the terms and conditions set by the stake holders with the last line stating to proceed you agree to these. Then remove the next button and put a button that is labeled AGREE they need to click on to move forward.
