Training a lengthy safety manual

Hello,
I am assisting in creating a Storyline course that reviews specific sections of a very lengthy safety manual. I cannot use narration as the audience is largely non-native English speaking. I can use photos and videos as needed. This is not a procedures course, rather a survey of the content. Right boring, but I want to make it as engaging as I can within my given parameters. Anything any of you can refer me to as examples of this kind of training done well? Or any suggestions?

We recently did a presentation on hand washing and infection control (boring!) - one thing that helped to make it more engaging was to outline the steps, and then have them do a drop and drag to put them in the correct order on the next slide.
I also found that having some of the information on the screen in the 'information bubbles', so that they click around the screen to see the content helped on that one as well. I'm happy to upload the presentation we did so you can see some examples if you would like.

Attached is a portion of our infection control module. The personal protective equipment slide has some of the bubbles.
