Is there a trigger that can change the state of a button when a user scrolls to the bottom of a scrollling panel? I don't want them to continue unless viewing all in the scroll panel but not sure if that's possible.
no trigger, you could add a checkbox at the end of the scroll panel that they have to check to progress, both are not great because you cannot force them to read just view.

Just read this post and I'm not sure you understand what Phil meant.
You can have a confirm button that requires the user to scroll all the way down the scroll box.
This is similar to any confirmation scroll text that you would see in a terms and conditions type box.
I think that the other comment View but not Read is no different from any content you view online
