Using true/false variables to control navigation

I'm creating a hazard identification course where I am wanting my learners to identify hazards on an image using a hotspot over each hazard. When they click on the hotspot it shows a layer with information about that hazard. They then click on the hide layer button and search for another hazard on the image. When they have identified all the hazards and read all the information, I want a new layer to show which gives feedback and a link to the next image.
I've been trying to use true/false variables to change another variable which shows the feedback layer. But just can't seem to get it to work. I've tried counting clicks but that didn' work either.

it's probably better for someone to see your source file so we can look at the setup and see what's happening.
Can you share the .story file or even just the slide with the layers.

On the base layer I updated the Ward Complete trigger - my trigger is shown on the left and your original trigger on the right
The trigger on the base layer for Ward Complete was based only around biocomplete so I added the variable trigger to adjust Ward Complete = True onto each layer once the user closed the layer
