Viewing the web output of courses directly on mobile phones is currently not supported. Android devices can open basic .html files by simply doing a long press on the file and opening using a browser like Google Chrome, but since Articulate 360 published content have a lot of dependencies for the file to work, loading the index.html on mobile devices won't work.
If you prefer to publish your courses to web, consider hosting the content on webservers and sharing the direct link to the content with your learners. Check out this article for more details!
