Video Embed on Slide Layer

I'm trying to achieve a "video playlist" using Storyline 2 where the user can click thumbnails on the base layer to launch layers that have different web videos embedded.
Problem is when I'm on a layer, I can't click the base layer thumbnails to select a different video, even though the "Prevent user from clicking on the base layer" toggle is not selected.
Is this a known issue or could I be missing something?

Hi Vince,
If there is anything above the thumbnails in your layers, you won't be able to click on them. This is true, even if the object isn't visible. For example, and shape with no fill will let you see what's behind it, but not click anything behind it.
There is nothing above the thumbnails on the layers. The only thing on each layer is the embedded video and it doesn't overlap.
Is there anything above the thumbnails in the timeline on the base layer?
Nope, nothing.
It should work then. Usually if you can't click something on the base layer, it is becuase something is hiding it or the prevent from clicking check box is checked. If you can share your project, someone could take a look at it for you.
I'm still not quite sure what was going on, but I made a new Storyline project from scratch and it seems to work as it should. Thanks for your help though!
