I use custom means to advance the slide, and only make it available when all layers are viewed. I generally advance only from the base layer. I use variables to track which layers are viewed (if necessary), hide each layer when finished, and expose the advance when appropriate.
You could also hide or disable (opinions on which is best are strong and varied) the NEXT button until all layers are viewed.
