What does checking the "Allow downloading for offline viewing"...

...box on the publishing for the Web screen actually do?

Typically, I've checked this box, but today I thought to look in the output folder for a launch file to allow for offline viewing, and was surprised by it's absence.

When searching for how to view it offline, I see that you should publish it for CD to see the launch file I expected to find in the output folder, so what does checking that box on the publishing for the web screen actually do?
